Tuesday's August 9, 2011 Council Meeting - NEW

Hello hello everyone! Here are the items of interest for Tuesday's Council Meeting.

# 9 - Union Contract - This is the agreement LIUNA Local 777 and the City have agreed upon. I recommend viewing the staff report for the specifics, it's rather lengthy.

Here is a question for you...how many empty lots are there from Railroad Canyon/Mission Trial/Lakeshore, coming into downtown turning left on Graham to four corners? Turning left onto Riverside Drive to Lake Eslinore City limits, how many empty lots are there? And the big question is why and who owns them???????????????

Is it true that residents that live along the shore line on Grand are now being ticketed once they launch their boats on that side of the Lake?

I don't have a count of the number of vacant lots along the route but I can tell you that the majority of the vacant parcels are private property. The City has purchased a few small lots along the lake and owns Lake Point Park, Seaport Boat Launch, Elm Grove Beach, two fishing beaches and the campground.

There are a number of parcels along the inlet channel and the lake edge that may be in the floodplain and the cost of raising the property out of the floodplain to develop is a costly endeavor to say the least. They would have to be developed on a large scale to be cost effective such as was done with the Summerly project.

In response to the second comment posted, all boats on the lake are required to have a lake use pass, regardless of whether the vessel was launched from a public boat launch facility or private property in the City or the County (Chapter 8.40 of the LEMC). If a boat on the lake does not have a valid lake use pass, the operator of that vessel can be cited.

Thank you once again for your answer to my questions, I am very curious why these empty "privately owned" lots that consume our town have been this way for so long. Is there not an ordinance that says that the lots need to have some kind of structure on them or at least the weeds mowed and trash picked up?

Some of these properties have been passed down from generation to generation in families. Many of the property owners don't live in CA, some don't even live in the country. There is no law that requires a person to have a structure on their property. Thankfully, the government cannot force anyone to build something on property they have paid for and legally own. It may sound like a good idea when you want to see certain areas of your town grow, but would you want me as your council person telling you to build something on your property that you can neither afford nor want? Probably not, I know I wouldn't. I don't even like it when I'm told I have to have permission to replace my yard fence.

As for the weeds, yes, they are sent notices during the year and if they don't clean up the property the city does it for them and sends them a bill. It's cheaper to do it yourself obviously, and many do, but some don't. If there is a property you feel needs "attention" please let city staff know, you can report issues like this on the cities website, or contact staff directly or a council member. I know you're probably thinking "don't they see it?' Yes, but remember the squeaky wheel gets the grease faster right?
