CIty Updates - NEW

As an update, the city now has a new General Plan as of last Tuesday. This is the road map for development within the city. If you'd like to have a look, you can view a copy at City Hall (it's huge FYI) or you can go to the City's website.

Additionally the council reorganized positions. Brian Tisdale will continue to serve as mayor (we didn't think holding the position for only the past 2 months was enough time in the hot seat!)

Also Daryl Hickman is Mayor Pro Tem, and Peter Weber is the RDA Chairman.

A recent DUI checkpoint yielded two arrests, so that's 2 people who were taken off the street before they killed someone.

There will be several other DUI checkpoints throughout the year, thanks to grant funding.

Also, I hope you've noticed the work going on at the City's boat launch. A six-lane, 400 foot boat launch, 260 parking spaces, and two 200-foot long floating docks are currently being constructed at the site, located at 32040 Riverside Drive. The new ramp will enable boats to be launched at water levels 5 to 10 feet lower than the Seaport Boat Launch off Lakeshore Drive, and will remain usable year round. In addition to the launch, the project includes the creation of an adjacent picnic area, fish-cleaning station, barrier-enclosed wading pool and restrooms.

This project is being funded with a grant from the State Department of Boating & Waterways, Redevelopment funds and money earmarked for park improvements.

A Priest and a Rabbi Walk into a Bar - NEW

The title of this post is due to the ABSURDITY of a bill waiting for the Governor's signature.

Everyone remember when we passed the mandate of having to use E-Verify last year? Well, now a bill called the Employment Acceleration Act has passed the senate which will make our ordinance null and void.

This bill actually conflicts with the Legal Workforce Act, a bill pending in the U.S. House of Representatives that would require the use of E-Verify by ALL American employers.

So here we go again, California trying to forge their own trail and be seen as a leader. Problem is, they're leading us all around in circles.

The claim is that there are some "inconsistencies" with the program, or that it can lead to inaccuracies. Well, yes, I'm sure there are some inaccuracies. But then, my bank makes mistakes from time to time and we're not legislating they stop keeping track of our money are we?

Is there contaminated water in Sacramento that's causing this debilitating mindlessness? Is it that they're just being hacked by savvy IT guys and they're not really the ones writing these bills?

We Have a New Councilmember - NEW

Well, we finally have a new council member!

Tuesday night was a long night, and it ended with the four of us at an impasse.

We had two votes for Kelley by Magee and Tisdale, and two votes for Morsch by myself and Hickman.

We had 6 Lake Elsinore residents lobby on behalf of Genie Kelley, and 3 on behalf of Rick Morsch.

When we appeared to be able to go no further, I chose to compromise and nominate Peter Weber, one of the other 4 qualified candidates.

Unfortunately, there was no interest in compromising from anyone else, we ended with a deadlock.

We met again today, Friday the 16th, and once again Genie Kelley was nominated by Magee. It was clear we were obviously not going to agree on Morsch or Kelley, so I again offered a compromise and nominated Peter Weber.

I am happy to report that this compromise was reluctantly agree upon by a 3-1 vote.

Peter Weber has been appointed to serve out the 16-month term left vacant by Amy Bhutta.

We can now move on with the city's business with all five members. Hallelujah.

September 13 Council Mtg - NEW

Before I get into council items, I hope everyone had some time to pause a moment on September 11th and think about those who lost their lives a decade ago. There are many many children who will never know their father or mother because of the attacks on our soil. Don't let the memory of 9-11 fade into the distance.

City Council agenda items of interest are as follows:

Item #8 - Interim Urgency Ordinance to extend for an additional 10 months and 15 days the temporary prohibition on the permitting of boat docks within areas zoned as recreation districts.
This is to allow time to draft boat dock standards that are consistent throughout. Currently there are no boat dock standards.

Item #9 - Special Event "Monster Massive" Consideration
This is an electronic dance music festival, billed as "America's Largest Halloween Party". The event is to be held October 29, from 4:00 p.m. until 2:00 a.m. Discussion will need to take place about whether the site for the event (the motocross track) can accommodate the anticipated large crowd and if there is enough time to pull together the traffic plan and adequate security. The promoter stated they could expect up to 40,000 people. (yes, that's correct, 40,000).

Item #10 - City Council Vacancy - The City Council will briefly interview the "Final Four" applicants and select one to fill the vacant council seat. The final four are:

One More Time - NEW

At the last City Council meeting it was unanimously approved to place myself and Councilman Tisdale on a subcommittee to interview city council applicants.

As you may recall, Amy Bhutta resigned last month. The position must be filled by within 60 days.

Rather than ask the taxpayers to shell out $70,000 for a special election due to the abrupt resignation, we instead appointed the subcommittee.

The suggestion was made to "narrow it down to 4 or 5 candidates", then it was suggested that no one was really "stuck on a specific number", and then it changed again to "narrow it down to four candidates".

The final motion was to bring back 4 candidates.

However, councilman Tisdale and I were able to narrow it down to two candidates we felt were the best for the job, and felt that decision would be supported.

Three (3) members of the public spoke against this decision and demanded that we bring forward 4 finalists instead of 2. The council requested that we bring back 4 names instead of just 2.

Therefore, Councilman Tisdale and I will meet again and add two more name to the list, in addition to the two already selected, as finalists for consideration by the entire City Council at the next regularly scheduled City Council meeting on September 13.

After several hours of interviews, we narrowed it down to 2 candidates for a full council vote on August 23.

Those candidates Jerry Carlos and Rick Morsh.

Everyone who interviewed did a terrific job, it certainly was not easy trying to narrow it down!

Announcement will be made Tuesday as to who will be appointed to the vacant seat.

Thanks to all who came out to listen to what the candidates had to offer, hope you were as impressed as we were.

City Council Candidates - NEW

16 people have turned in applications and have qualified for the City Council seat left vacant due to Amy Bhutta's resignation.

A subcommittee of Brian Tisdale and myself will conduct interviews of all 16 qualified applicants this Friday, August 19 starting at 4:00 p.m. at the Cultural Center.

I requested that these interviews be made public to allow residents the opportunity to hear for themselves why these candidates want to serve on the Council. This was unanimously agreed upon by the City Council.

This interview process is open to the public, however, there will no public comment portion.

Once all interviews are complete, we will convene privately to determine which candidates will be brought forward at the August 23 council meeting for a vote. This could be 5 names, it could be only one, it all depends on the interviews.

Below are the names of the applicants, and a brief Bio.

If you are going to comment, and I hope you do, I recommend you use your real name to avoid the perception that candidates are commenting on themselves.

#6 - Business Incubator grant status update

Open Seat on City Council - NEW

For those of you who may not know, on Tuesday July 26, Amy Bhutta resigned as mayor and from the city council entirely.

We now have the dubious task of filling that seat.

All who are interested (and qualified) in serving on the City Council for the rest of Amy's term, can pick up an application from the city clerk's office. You can also print the application from the city's website, located on the home page under the link "Notice of Vacancy".

The applications are due by noon August 15, 2011 to the city clerk's office.

So if you are a civic minded individual and would like to serve your city and take part in shaping its future and growth, and have the time to invest (which is much more than 2 city council meetings a month!) please consider this opportunity.

I have been asked "Is there a frontrunner? Is there a chosen one? Is the council split right now? " - the answer is No, no, no.

There is no one who has been "preselected" despite any rumors you may have heard. A fresh face will be welcomed by all members of the council.

The city council currently works well together so you would be joining a group that is by and large on the same page on most issues, but there are times when we can't all come to the same conclusion.

Local Updates and Weird State Stuff - NEW

Let's start with the feel good stuff first...

Our local Rocky Mountain Chocolate Factory at the Lake Elsinore Outlets is sponsoring a"Fudge for Troops" campaign. For every pound of fudge a customer purchases, Rocky Mtn Chocolate Factory will donate a pound to our troops serving overseas. So please consider the fact that your dentist needs the business, and go buy a pound of fudge! It's for the troops!

Second, if you are a Facebook user, there is a new page called Elsinore 365, started by one of our very own residents, Elizabeth Dana. This Fan Page is dedicated to informing residents of local events, many of which are not listed in the local paper (they can't list everything!) So go check it out, it's a really great way to keep up on what's going on in town!

Construction on Diamond Drive is scheduled to start this coming Monday, July 25th. Thank God! Please be aware of this when considering your travel route when you're pressed for time. To those of you so inclined, please do not send me emails complaining that you were late to your Zumba class because of construction. You know who you are :)

Our planning commission has a new Chairperson, Shelley Jordan and a new Vice Chairman, Mike ONeal.

The council took the Public Safety Advisory Commission off hiatus, so look for them to be back on track next month.

And finally, because I know you're hungry for some news that will make you scratch your head in wonder...there are efforts in place that would make it ILLEGAL to circumcise a male under the age of 18 in San Francisco and of all places, Santa Monica. (as if any male over the age of 8 would even consider it)

Seriously, they're discussing making circumcision illegal.

The Tax Man Cometh - NEW

So...Senate President Pro Tem Darrell Steinberg (D), ironically from Sacramento, has his eye on passing legislation that will "authorizes counties, county offices of education and community college districts to impose or increase a local personal income tax, vehicle license fee, and transactions, use and excise taxes."

Yes, that's right, they want to give counties the ability to increase your taxes to make up for the cuts the State will have to make if the tax extension bill doesn't pass.

On what items might a county increase/impose a tax, you ask? Everything from, but NOT LIMITED TO, a tax of five cents for each FIVE (5) ounces of alcoholic beverages, cigarette taxes of up to a dollar per pack, a penny PER OUNCE soda tax and a tax on medical marijuana.

The language does not specify what cannot be taxed, that's left wide open, as will your wallet if this passes.

Essentially, the State isn't make cuts where necessary and where they make sense, and the majority party's position is either continue with the tax extension or we'll just force counties to raise taxes.

All of this at a time when the unemployment rate in Riverside County is 15.1%

Memorial Day Ceremony - NEW

In just a few short days it will be Memorial Day, the day we honor all of our fallen heroes.

As is the tradition each year, a spectacular Memorial Day Ceremony will be held at the Elsinore Cemetery on May 30th at 10:00 a.m.

Events like these take a lot of volunteers and a lot of donations, which is where you come in.

Even a donation of $20.00 is helpful, they all add up, so if you are inclined to make a donation for this important recognition of those who gave the ultimate sacrifice, please send your donations to the address below. On behalf of the organizers, thank you very much.

HOPE Food Drive - NEW

The Post Office's Stamp out Hunger Day THIS Saturday 14 May.

Residents are asked to place non-perishable food items at their mail boxes for collection by their postal carrier.

HOPE then picks up from the Post Office and distributes to those in need in the community.

Currently there are around 1,450 families (almost 5,000 individuals a month) in need, 45% are kids.

State Mining and Geology Board Public Hearing - NEW

Tomorrow morning, Wednesday May 12th, there will be a public hearing held by the State Mining and Geology Board.

The meeting will be held at the Cultural Center.

They are holding this hearing to decide whether Lake Elsinore will continue to be the lead agency for mining operations within the city, or whether the state will take control.

It is extremely important that the city NOT have to cede power to a state government organization.

Please come to the meeting by 10:00-10:15 a.m. and fill out a request to speak form and tell the board that you, as a resident, DO NOT want Sacramento officials taking over city affairs.

Fleecing of our County - NEW

Today I attended my monthly Regional Conservation Authority (RCA) meeting. Before us were changes in the budget. One thing that stood out to me was an increase in expenditures due to the potential retirement of an employee, and part of that increase was due to a vacation day buyout.

I asked if the county had a "use it or lose it" policy with respect to leave. They do not.

I asked how much leave an employee could save. The answer was astounding. Employees can bank up to 1800 hours of leave. That is roughly 45 weeks of leave. That's right, weeks, not days.

This number was 1400 (gasp!) but when furloughs were put in place the number was increased to 1800.

So an employee could take minimal days of leave each year, save the majority of it up, and cash it in at the end of employment, receiving the base pay rate of the highest earning year of salary.

I was, frankly, speechless. And that doesn't happen very often, just ask my husband.

We cannot blame the people who receive these benefits, only those who made the policy to allow it.

People should be paid an honest wage for an honest day's work, and decent benefits are what keep the experienced people around and foster loyalty and commitment to the cause.

Enough is enough, and we cannot afford, not now, not ever, to pay out this kind of money.

You want Code Enforcement to pay attention to the County areas of Lake Elsinore? That won't happen if they don't have the money to pay those people and have to lay more of them off.

I urge you to contact your County Supervisors and implore them to take a stand, do the right thing, and put a stop to the fleecing of our tax dollars.

Tuesday's April 25 Council Mtg - NEW

Item # 9 - Concept Proposal For Cable Ski Park

The city received a proposal from California Cable Ski Parks to develop a Cable Ski Park within the inlet channel of Lake Elsinore, adjacent to Lakepoint Park. Like a chair-lift at a mountain ski area, a cable ski park uses a horizontal cable suspended on towers and propelled by solar powered electric motors to pull water skiers and wakeboarders. While hundreds of cable ski parks operate in Europe and Asia, there are only five in the United States and none west of Texas.

Before making the necessary substantial financial investments required, the company is looking for support from the council for the project.

Item # 10 - Notice of Preparation of Environmental Impact Report (EIR) Talega-Escondido/Valley Serano 500 KV Interconnect Project (Also known as LEAPS)

City Staff is requesting direction from the council regarding the preparation of comments to submit to the Federal Energy Regulatory Commission (FERC). The deadline for submitting comments is April 29, 2011.

RDA Item # 5 - Consideration of the Rehabilitation or Demolition of the RDA Owned Building Located at 154, 156 & 158 Main Street.

This involves the building that sits on the corner of Main, across from the Cultural Center, adjacent to the dirt lot. That property was purchased by the RDA specifically for the Business Incubator Project, which was proposed in 2007.

In 2008 the U.S. Economic Development Administration awarded the RDA a $2,670,000 grant. During that same year, Lake Elsinore City Manager Bob Brady said the business incubator project would revitalize downtown and he projected that 180 jobs over nine years would be created in the area.

As early as 2009 the RDA board was told there were sufficient funds for this project, which was why the property was purchased.

However in the latter part of 2010 the RDA was told there was NOT enough money to fund the project.

In January of 2011 city staff informed the media that "“We are in the process of selecting an architectural firm,” Carlson said, noting that the city is close to making a decision. “We expect to break ground later this year or early next spring."

In March of 2011, the fire department was authorized by staff to conduct training operations in the building. City staff informed the media that "According to Lake Elsinore City Planning/Redevelopment Analyst Justin Carlson, the vacant building used for Monday's training...is scheduled to be torn down. Demolition bids are set to go out shortly; redevelopment plans for the site have yet to be determined."

City staff is recommending demolition of the building, however did not provide the cost associated with that process.

This whole sequence of events makes absolutely no sense whatsoever, and I can't wait to hear the explanation.

Item # 5 - Agreement for Professional Design Services with STK Architecture for the Lake Community Center Remodel Project

The Community Center was built in 1949. The remodel will cover modifying the customer service counter to meet ADA requirements, replacing damaged interior door and exterior doors, a kitchen remodel, new security roll-up window and making restrooms ADA compliant. Funding will come from
sources; CDBG funding and Development Impact Fees. Project budget is $150,370

Item # 13 - Relinquishment of State Route 74

In order order to have control over the part of the 74 that runs through our city, the city has requested that CALTRANS give us the road. CALTRANS would be required to pay us the amount they would have spent on maintenance and repairs for a 5-year period. The original estimate done by the city was $8,135,000. After haggling between the city and CALTRANS over the cost, the number CALTRANS would have to pay the city is now stated as $2,045,000. We will be discussing whether to accept that amount or reject the offer.

Item # 14 - Encroachment Permit Issued to EVMWD Contractor for Installation of Trunk Sewer Line

EVMDW has been replacing the trunk sewer line that extends from Lakeshore Drive at Elm Street to 3rd street, via Spring and Minthorn. The encroachment permit they were issued to do the work has expired. EVMWD is requesting we extend the permit to September 26th.

Item # 15 Resolution Authorizing the Issuance and Delivery by the Redevelopment Agency of the Agency's Subordinate Tax Allocation Bonds

This relates to the Eastlake Specific Plan and Summerly and involves the issuance of bonds, per the development agreement, in the amount of $4,610,000

Where Has All The Gold Gone In The Golden State? - NEW

1. California has the 3rd worst state income tax in the nation. 9.55% tax bracket starts at $46,349 for people filing as individuals. 10.55% tax starts at $1,000,000

2. By far the highest state sales tax rate in the nation. 8.25%. 7% is next highest.

3. California corporate income tax rate (8.84%) is the highest west of the Mississippi (our economic competitors) except for Alaska. Table #8 — we are 9th highest nationwide.

4. California’s 2010 Business Tax Climate ranks 48th in the nation.

5. Fourth highest capital gains tax 9.55%

6. Highest gasoline tax (averaging 67.4 cents/gallon) in the nation, 4 cents above second place Hawaii (July, 2010). (also highest diesel tax)

7. California is ranked 14th highest in per capita property taxes (including commercial) – the only major tax where we are not in the worst ten states. But CA property taxes per home were the 10th highest in the nation in 2008.

8. One of the highest state vehicle license car taxes. 1.15% per year on value of vehicle, up from 0.65% in 2008.

9. California’s 2010 “Tax Freedom Day” (the day the average taxpayer stops working for government and starts working for themselves) is the 7th worst date in the nation – up from 28th worst in 1994, but down from 4th worst last year CA “improved” only because of our state’s soaring unemployment rate – the new tax dodge!

10. In 2009, 24 states raised their taxes at least 1% to collect $28.6 billion. California’s taxes went up about $11 billion – thus we were responsible for about 38.5% of all the state tax increases in the nation.

11. California has the nation’s 3rd highest unemployment rate. (August, 2010) 12.4%. National unemployment rate 9.6%.

12. California needlessly licenses more occupations than any state – 177. Second worst state is Connecticut at 155. The average for the states is 92.

13. For the 2007-08 school year, the Los Angeles Unified School District spent $29,780 per student. The district also has the country’s second lowest graduation rate of 40.6%.

California is an absolute regulatory and tax disaster.

22. California, a destitute state, still gives away college education at fire sale prices. Our community college tuition is by far the lowest in the nation. How low? Nationwide, the average community college tuition is almost four times higher than California CC’s. This ridiculously low tuition devalues education to students – resulting in a 30+% drop rate for class completion. In addition, 2/3 of California CC students pay no tuition at all – filling out a simple unverified “hardship” form that exempts them from any tuition payment, or receiving grants and tax credits for their full tuition.

23. On top of that, California offers thousands of absolutely free adult continuing education classes – a sop to the upper middle class. In San Diego, over 1,000 classes for everything from baking pastries to ballroom dancing are offered totally at taxpayer expense.

24. Protests about increased UC student fees ignore one crucial point — all poor and most middle class students don’t pay the “fees” (our state’s euphemism for tuition). There are no fees for California families with under $70K income. Moreover, Pell Grants and federal tuition tax credits cover the total 2009-10 fee increases for nearly 3/4 of all undergraduates with household incomes below $180K.

25. California residential electricity costs an average of 30.1% more than the national average (far higher in San Diego County). For industrial use, CA electricity is 60.8% higher than the national average (June, 2010).

26. It costs 38% more to build solar panels in California than in Tennessee – which is why European corporations have invested $2.3 billion in two Tennessee manufacturing plants to build solar panels for our state.

27. Consider California’s net domestic migration (migration between states). From April, 2000 through June, 2008 (8 years, 2 months) California has lost a NET 1.4 million people. The departures slowed in 2008 only because people couldn’t sell their homes.

Keep all of this information handy when you go to vote in the next election. More of the same simply will not work.

The City of Temecula met with staff to discuss the use if the handheld trimble units we use for graffiti abatement and they have now signed up to use the TAGS system with their police department like Lake Elsinore currently uses. This is a good thing, it will help in comparing data and mounting evidence against our little artist friends who like to roam and show off their art work.

The Lake Elsinore Storm is proposing the use of batting cages at the Stadium. They want to construct a building at the corner of Malaga and Diamond Drive and use the building for their players as well as baseball game patrons.

Code Enforcement is now working at least 2 weekends a month to take care of the illegal roadside vendors in the city. Most recently enough fruit to fill a small market was confiscated. Unfortunately since we have no idea where it came from or if it's safe to eat, it couldn't even be donated to a local charity. Talk about a waste of time and money, for the vendor anyway.

Still no word on whether or not RDA's will be eliminated. Budget negotiations with the Governor broke down this past week, and no one seems to know what the next move will be.

And finally, I have nothing new to report on the whereabouts of the Sexually Violent Predator, Robert Eugene Tighe. He has 5 days to report his new residence to the police. He has attempted to live at two different locations but has been asked to leave both. I believe he has 2 days left to make that notification.

A Home Owner's Association has asked for permission to place banners on street light poles in their neighborhood to celebrate various national holidays throughout the year. City staff would be responsible for administering the conditions identified by Edison. However, the HOA would be responsible for costs for the banners, installation and labor.

Staff is recommending, based on corrected land use data, inclusion of specific plan details, Regional Housing Needs Allocation Requirements, Climate Action Plan directives and the requirements of Assembly Bill 1358 for "Complete Streets", that a traffic analysis is needed to incorporate corrected and updated information into the Revised Draft Environmental Impact Report (DEIR). This item is to discuss the use of social media forms like Facebook to get information out to residents. Staff is recommending before any further steps are taken that the council adopt a policy relating to social media use.

RDA Agenda Item #5 - AFFORDABLE HOUSING PROPOSALS

AMCAL and Central Valley Coalition are both proposing an affordable housing project.
AMCAL proposes the development of a 3.4 acre site at 6th avenue and Bancroft Way.

Phase 1 will provide 49 units of affordable seniors housing.
Phase 2 will provide 50 units of family affordable housing.

Central Valley Coalition proposes to construct 128 affordable housing units on Lakeshore Drive between Viscaya and Machado.

The RDA, which may not even exist soon, must set aside a certain amount of revenue from tax increment for affordable housing. It cannot be used for anything else.

This agenda item is to vote on whether or not to conduct a financial gap analysis of both, one or neither of the two projects.

Nevada Hydro LEAPS Application - NEW

The article below was posted on Aol Patch. When we said we were serious about not allowing the proliferation of marijuana dispensaries, we meant it. Guess these guys didn't get the memo.

Three Lake Elsinore residents have been arrested and police are searching for two more in connection with a marijuana facility that was allegedly operating outside of California's medical marijuana laws inside the city.

Search warrants were served March 15 at three Lake Elsinore locations, one Hemet location, and one Murrietta location in connection with 420 Hitters, a marijuana facility located at 31760 Casino Dr., Suite 102 (B1).

During the searches, eight pounds of marijuana, 2.5 ounces of hash, 378 marijuana plants, and $1,900 were confiscated as evidence.

Dominic Armato, a 420 Hitters manager, was arrested for conspiracy as well as possession, transportation, and cultivation of marijuana for sale.

Melanie Birchard, a receptionist at 420 Hitters, was arrested for conspiracy as well as possession and transportation of marijuana for sale.

Carol Stahl, a edible marijuana cook employed by 420 Hitters, was arrested for conspiracy as well as possession, transportation, and cultivation of marijuana for sale.

Police are searching for Lake Elsinore residents Eric Stahl and Luis Stahl, who are co-owners of 420 Hitters. Police report that once they are apprehended, both will be charged with conspiracy as well as possession, transportation, and cultivation of marijuana for sale.

In December 2010, members of the Riverside County Sheriff's Department were contacted regarding 420 Hitters.

According to a Lake Elsinore Police Department report, during the course of a four-month investigation several customers were contacted and numerous surveillances were conducted.

Members of the Riverside County Sheriff’s Department, Lake Elsinore Police Department and Riverside County Code Enforcement took part in the investigation.

According to the police report, 420 Hitters was showing a profit, which under California's medical marijuana laws is illegal.

The Riverside County Sheriff’s Department is encouraging anyone with information regarding the investigation to contact Investigator Reynolds at 951-955-1700.

The city council approved offering a temporary animal licensing discount. This is for NEW licensing only. The discount is as follows:

$5.00 off 1st year neutered/spayed dog license fee of $20.00
$2.00 off 1st year neutered/spayed cat license fee of $8.00

"Elected officials are charged with spending the taxpayer’s money responsibly and to insure pubic employees, paid with taxpayer dollars, are held accountable.

Tuesday, the Lake Elsinore city council will vote on whether to extend the contract of its city manager by two additional years. Some council members have suggested that extending the contract “is a vote of confidence.” My belief is this recommendation is premature as the contract does not expire until 2013.

Since 2005 over $800,000 of taxpayer money has been expended on the General Plan Update, a process that normally takes 18 to 36 months. Our update is still not complete and it has been SIX years.

Time and time again residents complain about the lack of job opportunities in our city; the General Plan is the roadmap for the city and provides direction for future development and job growth.

The lack of a General Plan puts our city, our residents, at risk. The City Manager was tasked with completing the update within a reasonable budget and timeframe. Its absence translates to a loss of jobs, revenue and squandered opportunity. There is no possible means by which to move forward without it.

In the private sector, no CEO could get away with taking 6 years to complete a 3-year project. Taxpayers are entitled to expect public employees are indeed held accountable, just as they are in the private sector. Lack of productivity equates to lost revenue, whether in a private or public institution.

I work for the taxpayers, and as such, I cannot justify extending the City Manager’s contract given such an important task is left incomplete."

Four Corner Street Repair Update - NEW

Below is the update I received from the City Manager today about Four Corners.

"The project is expected to be completed within the next two weeks. A final top coat of slurry seal is scheduled to be applied next Tuesday or Wednesday (March 8th or 9th). The road surface needs to be dry and free of moisture prior to applying the slurry. The slurry seal will need to cure for several days prior to striping the lanes. The striping is scheduled to be completed the week of March 14-18. The air temperature required to apply the slurry needs to be at least 50 degrees or above. The recent cold temperatures and rain did cause a delay in the completion schedule. Additional temporary lane markings were to be installed today".

Is was a short meeting folks, but here is the update.

1) City Manager performance evaluation - the city manager's contract was set to expire in 2013. The majority of the council voted to extend the contract to the year 2015.

2) (10) Cosponsorship for the annual Frontier Days Event - this will be held at the Alberhill Ranch Sports Park April 15-17. There will be plenty of rides and games for the kids, and plenty of beer and wine for their parents. There is a $10.95 admission fee but not to worry, there will be $3.00 off coupons available throughout the city. Did I mention there will be plenty of beer and wine? As a side note, I have taken my family to this event each year and they love it. Last year they especially loved the vendor that was selling different flavors of rootbeer with FREE REFILLS! Let's hope he's there again this year.

Operation Showers of Appreciation is a 501(c)3, non-profit tax-exempt organization, whose mission is to honor our military families in a unique way by showering them with gifts for their newborn babies, providing support during difficult times, and letting them know the many sacrifices of both the families and service members are appreciated.

OSOA does this by hosting and co-hosting large-scale baby showers in honor of our local military members and their families. We are a volunteer and donation based organization. All proceeds are evenly dispersed at our Annual Baby Showers.

OSOA assists enlisted military families E1-E7, WO1, and O1 that are expecting new babies at our showers and offers assistance on the Command level to all other military families.

Showers are held throughout the year in support of our military and their families. OSOA assists military families from all branches of the Armed Forces including the National Guard and Active Reserve military families.

This organization will be holding a baby shower right here in Lake Elsinore on April 2nd. Though there are many non-profits out there deserving of a donation, I think one that honors and serves our veterans should be at the top of the list. Even $10.00 makes a difference folks.

Item # 10 - Amendment to Development Disposition Agreement with Pottery Court Housing
In March of 2008 the RDA selected Bridge Housing to provide affordable housing.
In May of 2009 the RDA approved a Disposition and Development Agreement (DDA) with Bridge to build 111 two and three bedroom units for those who qualify for very low income rental rates.
The DDA also committed a little over $4 million to Bridge for the project.
In June of 2010 the RDA elected by a vote of 4-1 to commit an additional $5,676,000 to Bridge to construct the project.
This item is a vote on the sale of the land to Bridge and development of the project.

Item # 12 - Lake Elsinore Lake Patrol
Last year during the budgeting process the Ad Hoc Budget Committee, consisting of myself and Councilman Magee, came up with the idea of using retired police officers to patrol the lake instead of using Sheriff's Dept. officers, as a cost savings measure for the city.
Retired officers work for a much lower rate.

The Sheriff's Dept has since come up with a proposal to use their Reserve Officers and/or staff that can be billed at a lower rate. The cost would go from $128.07 per hour for lake patrol to $70.10 an hour.

Annual savings to the city would be approximately $102,000

An additional $6 million would be needed for the project, which is where the bonds come in.

**THIS ITEM PASSED UNANIMOUSLY, THE BOAT LAUNCH CAN FEASIBLY BE COMPLETE WITHIN 24 MONTHS ACCORDING TO STAFF.**

Item #6 - An appeal of the Planning Commission action to approve a Conditional Use Permit (C.U.P.) to establish and operate an automotive towing and impound storage facility within an existing building locates at 29365 Hunco Way.

**THIS APPEAL FAILED WITH A 3-2 VOTE. THE CONTENTIOUS POINT WAS THE FACT THAT THE COMPANY WANTS TO STORE UP TO 21 VEHICLES, MANY OF WHICH WILL HAVE BEEN DAMAGED IN AN ACCIDENT, INSIDE A BUILDING INSTEAD OF OUTSIDE IN A YARD AS IS NORMALLY DONE.**

In a nutshell, the planning commission approved a C.U.P. for this towing company to open up shop, although it is not a permitted use, thus the conditional use permit. An appeal by one of the planning commissioners who voted against approving the C.U.P. was made as he feels there are safety issues that cannot be mitigated. The biggest issue is the fact that this towing company will be storing the vehicles inside, rather than outside in a yard as is common.

RDA Item #6 - Souvenir Store Expansion at the Diamond Stadium using RDA Capital Repair Funds.
The Diamond Stadium Group would like to use about $323,000 to make a 1,600 sq. ft. addition to the gift/souvenir shop. The money would come out of the pot of money the RDA is required to contribute each year for capital repairs to the stadium. The pot currently has $613,000 in it.

Here is something I learned today...

Being a current or former drug addict or alcoholic is considered a "disability". This "disability" is covered under the Fair Housing Act. This "disability" allows one to open a "sober living house" in a city by using the Fair Housing Act as a defense against public outcry. So someone could open a sober living house right next door to you and the law protects them from you, instead of protecting you and your children from a drug addict.

So the person who lost a leg in Vietnam, the person who lost an eye in Iraq, the person who is an Agent Orange survivor, they are all placed in the same category, and protected under the same laws, as the crack-head and meth addict.

The applicant is Pardee Homes and this is consistent with the intended use of the land

Item #10 - A request to subdivide an existing 9.07 acre site into 4 parcels within the general commercial (C-2) district
This land is located, for lack of a better term, on the grassy knoll in front of Trevi Entertainment. The applicant is Matthew Liesemeyer of MHL consulting.
In essence, the applicant desires to subdivide that land in order to have four parcels available for commercial uses.

Item #11 - Agreement for Animal Control Services
Staff is recommending the council approve an agreement to obligate $204,200 in FY 2010-2011 for Animal Control Field Services. I should note that this is different than the annual fee covering the cost of building the new animal shelter.

This list should make it pretty clear that education and police departments are NOT the only places our State can make cuts to reduce the deficit.

No matter which political party you belong to you have to agree that this is RIDICULOUS.

We the taxpayers employ over 350,000 people directly and many more through contracts with the State. All of these people get salaries, medical coverage and pensions at our expense. Take a  good, close look. Is this really what you want your tax dollars to fund?  Think about it.

I hope that you are able to be with your friends and family during the holidays.

Reflect for a moment or two, on those who are not able to be with their families this year at Christmas. Those who are in foreign lands protecting our freedom ask only one thing of us, to be remembered, and occasionally thanked.

From experience, I know that it's the weeks and months after the holidays that can be the most depressing for our troops. The boxes of goodies have long since been eaten, and the merriment replaced with increased focus on the mission.

Got Mud? - NEW

At the end of Mountain Street (near Rice Canyon Elementary School) there is a dirt road that runs across vacant land and serves approximately nine homes and properties.

Staff has received calls from residents that use this road for access indicating that they are stuck at their homes due to the storm damage and muddy conditions of the road. Staff inspected the road and determined that it was impassible.

Staff observed several vehicles buried in the mud. (As a point of reference, even a well equipped full size four wheel truck would not be able travel the road.) The City does not have the necessary grading equipment to fix the problem and has contracted with Edmunson Construction to grade the road properly and provide access to the stranded residents by tomorrow.

This will also allow access by public safety vehicles in case of an emergency.

Anyone who is having issues with water in and around their homes, you can pick up sandbags at any local fire station and also at the city yard located at 521 North Langstaff St.

The city yard is open any time during the week and sand is stockpiled while supplies last.

For after hours, you can find unfilled sandbags and sand available outside the fence, about 100 feet from the the entrance to the yard.

Power Outage Update - NEW

Yes, I realize the people without power obviously may not be able to read this...I'm hoping they have you as a friend and you're passing on the information.

A crew is out working in the area now .. they have to replace a cross arm and put up some wires. The estimated time of completion is 12-1PM (Estimate).

The outage is in the following area: Skylark to East of Grand, South Oakview to the North, Oak Knoll to the West , about 155 customers are affected.

Storm Update - NEW

From our Public Works Department...

1) We have closed Temescal Canyon Road at Lake Street at the request of the Sheriff (flooding) North and Southbound Traffic

2) Accident on Railroad Canyon Road today midway between I 15 freeway and Canyon Hills Road (took out a street light in the median Island)

3) Several locations with tree limbs down nothing major crews have been responding all day

4) Some pot holes appearing in various locations, crews have been responding all day and will continue to monitor during the storm

5) Staff has set out flood signs at various locations along Lakeshore Drive to slow traffic through areas with heavy surface flow of water

6) Filled sandbags are available and ready for placement by City Staff if needed. Several were set out ahead of the storm for protective measures

7) For Lake Elsinore residents city Fire Stations have empty sandbags available for pick up. Sand to fill the sandbags is available at the City Yard (521 North Langstaff) and is available around the clock.

8) All Public Works staff have been placed on storm watch since Friday December 17 and will remain on storm watch through the week and weekend if needed.

When staff is placed on storm watch they are put on notice that they may be called at anytime around the clock to assist the City standby staff if needed. During storm watch, staff carry home their City issued Nextel two way phone that on a normal day would be left at the work place during off hours.

Only the staff person who is on standby duty is compensated with standby pay per the MOU. Staff that is put on Storm watch notice are not compensated until they are called back into work.

All after hour calls from Fire or sheriff dispatch are received by the staff person on standby duty. The call is evaluated and action is taken. All calls received over this past weekend were able to be handled by the one staff person who was on standby duty without need of any of our storm watch duty staff being called in. We will see how the rest of the week goes.

Happy week before Christmas everyone!

Tuesday's meeting items of interest are as follows:

1) Acceptance of the results of the November 2, 2010 election
Councilman Hickman won reelection and Brian Tisdale won the election as well. There is currently a recount of the votes taking place, requested by Councilman Buckley who came in third. I believe the conclusion of that recount will be on Monday December 13th, but don't quote me on that, could be Tuesday. New and reelected members will be sworn in this Tuesday regardless of the recount taking place.

2) Public Hearing to adopt an Interim Urgency Ordinance to last for 12 months for the temporary prohibition against establishment and operation of all marijuana manufacturing activities.

3) Consideration of Riverside County Mortgage Credit Certificate Program and adopt a resolution approving the cities participation.
Entitles qualified first-time home buyers to reduce the amount of their federal income
tax liability by an amount equal to a portion of the interest paid during the year on a
home mortgage.

4) Consideration of Project Budget Adjustment Community Center Project Design
This is a recommendation to transfer $35,000 from the Community Center Development Impact Fee to cover costs of project management and administration, preparation of plans by architect and special provisions.

5) Reorganization of the City Council to select Mayor and Mayor Pro Tem

6) Reorganization of the RDA to select Chairman/woman and Vice Chair.

1) R-Side Medical (a.k.a marijuana dispensary) didn't bother to show up in court, so the court has set a hearing date to dismiss their case on January 12th.

2) The deadline for businesses that would like to take advantage of the "Tax Holiday" and get their business license free of charge is December 31st. Those who do not already have a license can go into City Hall to get their free license, but only for a few more weeks, so hurry!!

3) Coffee with the Mayor is this Wednesday the 8th from 9:00-10:30 a.m. at Flour Fusion Bakery on Main Street.

4) Breakfast with Santa at Station #85 from 8:30 - 10:30 a.m., don't forget to reserve a seat!

5) I heard there is a rumor going around that the Elsinore Valley Arts Network (EVAN) is no more. NOT TRUE! Barbara Middlebrook has retired from her post but someone has indeed taken her place.

6) A recount of ballots has been requested by Councilman Buckley, who finished third in the election. The recount, which will cost Councilman Buckley between $6,000-8,000 will begin this Wednesday the 8th.

7) The next council meeting is December 14th. At this meeting the council will reorganize and select a new mayor, mayor pro tem, rda chair and vice chair, etc.

8) This Tuesday, December 7th, marks the anniversary of the bombing of Pearl Harbor. Of the roughly 60,000 military personnel stationed at Pearl Harbor on December 7, 1941 only 3,000-5,000 are still alive. Take a moment this Tuesday to remember their sacrifice, and the sacrifice of all those who serve, past and present.

Election Recount

Just an update in case you didn't read it in the newspaper...

Councilman Buckley, who came in third in the election, has requested a recount of the votes.

The recount will commence Wednesday, November 8.

THe registrar's office said they do not know how long it will take to recount.

My guess is they will have it completed before our next meeting on December 14, which is when new members and those reelected are sworn in.

Christmas Tree Lane is Coming!

The Original Christmas Tree Lane Event starts this weekend at the Lake Elsinore Outlets.

It will be held the first two weekends in December, Friday, Saturday and Sunday.

Event is held from 9:00 a.m.- 8:00 p.m. in Suite G160 ( a few doors down from The Children's Place clothing store)

There will be OVER a dozen decorated trees, each with $1,000 in gifts that can be won FOR A MERE ONE DOLLAR RAFFLE TICKET!!!

Proceeds from this event will go to the Boys and Girls Club of Southwest County, Student of the Month Scholarships, Boy Scouts and other youth organizations.

Come on, you know you have to shop anyway, a dollar goes to a good cause and you may hit the jackpot in gifts!!!

It's Sunday evening and I'm sitting in front of my computer with a thousand different ideas on what to blog about this week.

We could talk about the possible sale of landfills by the county to bring in badly needed revenue and what we think of that.

We could talk about the election results and what we think of that.

We could talk about the State's CONTINUING budget deficit, and how they're hands are tied because we the voters tied them on November 2nd. (yay for us) But what are they going to do next because we already know they still have the same number of employees as they did 3 years ago.

We could talk about ways to run the illegal vendors out of town, like I did this weekend. (blanket sale on Graham)

There's just too much. So, tell me, what's on your mind?

Results Are In...

Finally, all of the votes have been counted for Lake Elsinore.

Councilman Hickman won reelection. Brian Tisdale also won the election and will replace councilman Buckley.

I understand Councilman Buckley is considering requesting a recount of the votes.

A recount must be requested within 5 days of the election results made official.

The candidate, NOT THE CITY, requesting the recount, must also pay for the recount, which averages around $6,000.00

Put Your Hands in the Air and Drop The Plastic Bags Ma'am - NEW

WARNING - The sight of plastic bags are known to cause eratic heart rate, shallow breathing, and blurred vision in certain members of elected office.

Okay, just kidding, but you would think that was the case with the recent events surrounding dreaded plastic bag use.

In a stunningly stupid attempt to single handedly save the planet, the Los Angeles Board of Supervisors voted three to one to BAN those fantastically useful plastic bags one carries their groceries home in. This idiotic ban is in effect, right now anyway, for only the unincorporated parts of LA, which effects 1.1 million people. Yes, they banned them.

If you buy something at the market there you will have to use paper bags. But wait! There's more! Those paper bags will now cost 10 cents per bag.

They label this insidious creation as "the single use plastic bag". Please, I defy you to go into a home a NOT find a stash of those plastic bags.

They are used more than once for a number of things. I polled my friends and here are some of the things they said they reuse them for:

Wet bathing suits
Dirty diapers
Wastebaskets
In suitcases for dirty clothing while traveling
Barf bags in the car for the car sick prone child
Vegetable peelings
Organizing items in the freezer
Clean up after pets

So I'm not sure where they get the "single use" theory, but far be it from me to question the wisdom of a county supervisor.

Supervisor Mark Ridley-Thomas said of his vote, “With this vote, Los Angeles County becomes a national leader in the movement to promote the use of reusable bags,” said Supervisor Ridley-Thomas. “Single-use plastic bags take a significant toll on our environment and infrastructure. The vast majority of plastic bags ultimately end up clogging our storm drains, threatening our local waters and wildlife, and become blight within our communities.”

No one, including me, wants to see plastic bags in our oceans and waterways or on our streets. And yes I know they say these plastic bags take many years to decompose, I get that. But let's ponder for a moment the fact that plastic bags are still used for trash cans in our kitchen, in our bathrooms, to place produce in at the market. These bags, might I add, are thicker by comparison to the flimsy bags we get at the market.

So are they going to ban those next? Maybe ultimately they want us all to walk out of the market with our arms full of groceries, you can buy as much as you can hold in your arms. Or take armfuls of trash to the dump ourselves.

Forgive me, but I simply don't get it. Is this type of ban coming to a county near you? Let's hope not. But just in case, I'm starting to increase my stash immediately.

Tuesday's Council Meeting and Other News

Coffee with the Mayor is this Wednesday the 10th at 9:00 at Flour Fusion Bakery on Main Street. Hope to see you all there.

Also the State of the City Address video is now online. Go to www.lake-elsinore.org and click on the "I Want To" link, then click on the "View" link, then "Online Video Library". From there you will see the link for the State of the City video.

The election is over, almost...not all of the ballots have been counted. About 28,000 are left to count in Riverside County. The count should be complete by November 15th. The ballots dropped off on election day and mailed in are left to count, and the registrar must verify that those voters did not vote at the polls in addition to dropping off a ballot or mailing it in. We don't know any national organizations who would do such a thing now do we?

As it stands right now here is the breakdown.

Now for the agenda for Tuesday night's meeting.

Item # 6 - Approval of one-time expenditure of $213,397 relating to July 1, 2010 layoffs and approval of first quarter budget report.

This cost is for accrued vacation time, sick leave, FICA, etc. owed to the employees laid off.
At this point in time we do not need to make any further cuts to the budget, which is terrific news for everyone.

Item # 7 - Exception to bid procedures for purchase and installation of play equipment for McVicker Canyon Park.

The company GameTime is offering grants for the purchase of playground equipment. This will save the city $34,069 for the equipment, so we're jumping on it. Ordinarily we would go through the normal bid process, but since GameTime is offering the grant only for a short period of time, staff is recommending we forego the normal bid procedures.

Item # 8 - Community Development Block Grant (CDBG) Allocation

This year the City anticipates receiving approximately $215,321. We are required to use a maximum of 14% of the money for public service programs, like HOPE and the Boys & Girls Club. That amounts to $30,144. The remainder, $185,177 will be used for funding of public facility projects and programs, like the Machado Park renovations and the Nuisance Abatement Program.

Just as an update, it looks like Brian Tisdale will win one seat on the council, and the other seems to be up for grabs. Councilman Buckley was in the lead, it has now changed and Councilman Hickman is in the lead by 50 votes. Too close to call yet, 5 more precincts must be counted.

Here are the propositions you will see in the voting booth, and my personal opinion on them, in case you were wondering :)

Prop 19 - Legalizes marijuana use
NO NO NO!! We have enough problems, we don't need drugs legalized. Yes, I know people say, "but we can tax it". Sure, we could, but do you really think marijuana sales will be reported on the up an up? And is that really a good reason to say it's okay kids, smoke em' if you got em'? And, it simply doesn't work unless it's legal across the nation. Otherwise the same problems with gang related drug issues will remain, across state lines. And who is going to regulate it? The government? Really? Is the government terribly effective at regulating programs? It's a rhetorical question...

Prop 20 - Redistricting Congress
YES YES YES!! Prop. 20 would remove the power from the members of Congress in California to draw their OWN districts and place that responsibility in the hands of the state’s Independent California Citizens Redistricting Commission. In other words, they DO NOT get to choose where the district lines are drawn to keep themselves in office FOREVER!

Prop 21 - Increase Tax on Cars by $18.00 a year
NO NO NO!! "I use the state parks all the time,” said Jon Coupal, president of the Howard Jarvis Taxpayers Association. “But why should a single working mom in Compton who never uses the park subsidize my use? It’s bad policy.” I should point out that there is NO REQUIREMENT for legislators to continue funding parks at the level they are now. So they could increase the tax and decrease funding for the parks at the same time. Enough said on that one...

Prop 22 - YES YES YES!! This prop makes the state figure out how to balance it's own budget, without raiding city coffers. Those against this prop say it imposes "unreasonable restrictions on the ability of politicians to make difficult choices when deciding how to allocate scarce resources". Boo hoo hoo.

Prop 23 - YES YES YES!!! If this prop does not pass, the state will then levy massive new costs for energy, and you will pay dearly for it, in the form of a tax. A California Small Business Roundtable study found that regulations would cost small business alone nearly $200 billion, and would result in MORE than 1 million lost jobs. It may end up being YOUR job that's lost, and don't think "Well I'm not in the energy business so I'm safe". YOU ARE DEAD WRONG.

Prop 24 - NO NO NO!! This prop will ELIMINATE a scheduled tax cut for business. Your boss doesn't get the tax cut, maybe he can't afford to keep you employed with all of the other taxes and fees he has to pay to the state.

Prop 25 - NO NO NO!! This prop does away with the two-thirds vote needed to pass appropriations bills. It means instead of needing the 2/3 majority, they only need a simple majority. Not to mention threats made by the simple majority to those who don't fall in line, like withholding approval of needed programs their districts.

Prop 26 - YES YES YES!! Requires a 2/3 vote to impose "fees", another name for taxes.

Prop 27 - NO NO NO!! This prop allows State legislators to draw their OWN DISTRICT LINES, instead of a 14 member commission of non-elected types. This should have been called the "Incumbent Protection Bill" because that is what it is designed to do. They want to take your power, your freedom of choice, don't let them.

Please please please remember to vote!!! You are handing over your paycheck if you don't!

Appearance is everything

We have in the last two weeks cleaned out the transient camp sites in the Four Corners area off of Lehr and Illinois, and another off of Joy Street. Two 40 yd. roll off dumpsters were filled from the camp sites. Please, do not give money to the people you see standing on the corner with signs asking for money for food. Fishes and Loaves gives a free hot lunch every single day, and HOPE also gives food to those in need. If someone is hungry, I promise you they can get food right here in town. I suspect the people you see are not interested in buying food with your money. Which is a nice segue into my next topic...

We have been experiencing a problem with weed abatement lately, and not the kind that requires the use of a lawnmower. R Side Medical (a.k.a. "medical marijuana) had a little visit paid to them by the Sheriffs Department and Code Enforcement. A fine video documentary of the "establishment" and the owner, worthy of an Oscar, was taken for submittal as evidence in court. We are not going to look the other way. If we let one slide, it becomes a free for all.

And finally, I found the opinion below really interesting, you might too...

"Congress should authorize the declaration of bankruptcy by states. California should be first in line if the authorization is granted because there is no other way to loosen the stranglehold public employee unions have on California government, and with chronic budget deficits of $20 billion a year, it’s clear the state is bankrupt.

Between welfare and public employee compensation packages, the state has no money to do anything else. Government should maintain roads, bridges and infrastructure and provide public safety and emergency health services.

Because virtually all tax dollars are already allocated for public employee compensation and welfare, the state is trying to figure out how to make us pay to drive on deteriorating roads we already paid for and is stealing money from cities and counties which in turn are now seeking to charge for basic services like investigating car accidents or sending a paramedic to your home.
The trend will only get worse unless something drastic is done."

Bonds, Coffee and Refi's...

Item # 9 - Public Hearing - Resolutions authorizing the issuance of bonds and approving bond documents for Community Facilities District NO. 2003-02 (Canyon Hills Improvement Area)

In order to finance necessary public facilities and payment of development impact fees, the developer has requested that the City and Public Finance Authority authorize the issuance of bond indebtedness.

Item # 10 - Consideration of resolutions authorizing the issuance of bonds and approving bond documents in connections with the issuance of the Lake Elsinore Public Financing Authority Tax Allocation Revenue Bonds (1999 Series A Refunding), 2010 Series C, in the aggregate principal amount not to exceed $31,000,000: and authorizing the taking of certain other actions related thereto.

In layman's terms...we are refinancing the bonds in order to save money and lower the annual debt service for these bonds. The interest rates are now in our favor so it's time to REFI!

The annual savings in the first year will be an estimated $625,000-$675,000 and annual savings thereafter will be an estimated $75,000 - $100,000

Candidates Gone Wild..

Well it's election season and things have gotten interesting.

This past Friday a press conference was held by Councilman Daryl Hickman and council candidate Steve Manos, to announce that the LA SLAM is coming to Lake Elsinore. The LA SLAM is a minor league basketball team, and yes, they are real.

Herein lies the problem...

No one in the city, the planning commission or on the council knows anything about this. At the press conference representatives from the SLAM said they were indeed coming to Lake Elsinore, and they were going to build a 330,000 square foot facility. Something of that sheer size, which would be about 3 times the size of Walmart, is not something that just sneaks up on you.

Let me explain my comments to the press...

Because this is not a project that was approved or even heard of by the council, it is still an idea, a concept, not a reality as was stated at the press conference.

A council member, or candidate for that matter, is not speaking truthfully when he states the LA SLAM is coming to town. Now a candidate can say he's working on bringing a project to town, nothing wrong with that at all. But to state so in an official capacity is against the City Council Policy. It states that no council member can issue a press release or hold a press event without prior approval from the mayor, which I did not give.

And that's for good reason. If you have council members out there holding surprise press conferences all sorts of things may go out that are either not correct, not good press for our city, etc., etc.

I found out late Wednesday evening about the Friday event. I emailed the organization and inquired about the likelihood. I received an email back from the organization on Saturday morning at 9:30 a.m. which said they were considering it, but that a final decision had not been made.

That is contrary to what was stated at the press conference.

So, are they coming? I really don't know since no one from their organization has at the very least talked to the planning department about building requirements and permits, and all of the other things that need to take place prior to digging any dirt.

The promoters who showed up said a) they don't have a location, b) they don't have any investors they could name and c) they don't have an approved plan.

The last thing residents want is to be given the promise of "1,000 new jobs", as it was stated, at a time when many people desperately need one, only to find out it's not true.

So...a while back there was a suggestion that I host a monthly meeting for business owners in the community, which I said I would be happy to do. However, I asked for some feedback as to what day,what time and where to hold the forum. I got nothing. Zero, nada, zilch.

I'd really like some feedback on this because business owners have a whole host of issues to discuss that are much different than resident concerns.

And I want to make sure it is held at time and place the majority of them can actually attend, otherwise it's pointless.

So come on everyone, a little help here?

State of the City

The Annual Mayor's State of the City Address is next Thursday, September 30.

Check in starts at 8:00 a.m., my speech will start around 8:45 a.m.

It is held at the Storm Stadium, in the Diamond Club.

Seating is limited though, so if you would like to attend don't procrastinate.

Tuesday's Council Meeting

Not much on the agenda for the September 14th meeting.

The only business item on the agenda is the Authorized Position Schedule for fiscal year 2010/11 and Major Goals and Selected Service Indicators for 2010/11

We will also have a proclamation for Constitution Week September 17-23, 2010, as well as a presentation of a POW/MIA flag to the City.

Other items of interest are the new irrigation pump that will be installed at Serenity Park. This will allow us to cut down on watering time (less water = less money).

Also, a new brewery opened in Lake Elsinore at 530 Crane Street, Suite C. Craft Brewery is new here, they had their official grand opening in May, but they're making a pretty good name for themselves. They are having their 1st annual Oktoberfest September 25th and 26th. We had a few Threadfin Shad minnows kick the bucket recently, but nothing horrible. (And they're mostly a menace to the lake anyway)

Pointing The Finger

I recently received the following comment:

"The help for the budget is pretty simple stop supporting the illegals and the low life's in this state, and sorry to say that this town and our own city council contribute to this huge problem in California, look around they are everywhere and have all but turned old town Elsinore into little Mexico, same block as city hall what's up with that. Stop the free ride and send these people back to where they came from would be a good start, stop providing them with low income housing, food stamps, medical and cash assistance just because they have kids and stop giving them free schooling and day care, that right there should add a big chunk of cash back into the budget. Balancing the State budget is also local governments responsibility and LE should start doing something to clean up their own town."

I'd like to make a few things clear...the city does not have a say in who gets food stamps, free medical, cash assistance, nor free schooling and busing. Those are all amenities provided by the state and federal government.

Second, local law enforcement has no legal authority to check immigration status of people hanging out on Main Street, or anywhere else for that matter. In fact, ICE officials are operating on a "catch and release" basis. If an illegal alien has not committed a serious crime he/she is released, only to continue breaking the law.

This is not exactly how they would LIKE to operate, rather how they have been FORCED to operate by the federal government. Just look at what happened when Arizona tried to protect its borders and the lawsuit brought against Sheriff Arpaio.

As far as low income housing, about a month ago an apartment complex owner wanted RDA assistance to renovate in exchange for allowing the units to be included in the city's affordable housing stock. My motion was to allow it, only if they committed to insuring tenants were indeed legal residents. Ironically, we have not heard back from them on whether or not they want to enter into that agreement.

When people stop hiring illegal aliens to work for them, they'll stop standing around waiting for work, it's that simple. This doesn't just apply to builders. It applies to people who hire them for gardening, painting, junk hauling, palm tree trimming, etc. We have to cut off the demand in order for the supply to dwindle.

As for local governments also being responsible for balancing the State budget, apparently the State shares your feelings, because they attempted to balance their budget on the backs of local governments by raiding RDA accounts. In addition the State also raised your sales tax and income tax rates. Of course cities still get the same amount, but the State increased their share.

I have spoken to ICE, Border Patrol and our local law enforcement about the illegal issue. I even thought that cracking down on loitering on city streets would be a good start. Well it turns out that loitering is not against the law. I could stand on the street all day long staring at the sun and there is nothing anyone could do about it.

And you may not know, but the City Council recently passed an ordinance that requires ALL business to E-Verify all employees. So we are doing everything humanly and legally possible to get a handle on the situation, but the federal government continues to usurp and undermine the abilities of local and state governments. That doesn't mean I've given up looking for ways to clean up our city, that effort will absolutely continue. But I thought it was important to lay out the reality of the situation and what we're dealing with, which is a blind eye from the feds.

State Budget Woes, Again

So, it's Monday and still no passage of a State budget. It's officially 61 days overdue now. Hmmfff!!

From a recent LA Times article on the California state budget, rather the LACK of a budget, they had this to say, "Try your hand at closing California’s budget shortfall, now estimated at $26.3 billion. It's not easy, but it can be done. Cut spending, raise taxes and/or borrow to get the state out of the red".

Does anyone see the humor, albeit sick humor, in the fact that two of the three suggestions are to raise your taxes and borrow money?

Also, there is talk of how to make it mandatory that the budget is passed on time. Problem with that is, it could mean passing a budget that is absolutely horrible just to be able to check the box that says "Pass Budget".

I'm not saying it's okay to diddle around and wait out the opposition to pass a budget. (Incidentally, one of the Top Five supposed to be working on the budget decided not to participate. Yep, it's like he took his ball and went home. That's mature isn't it?) Anyway, I'm just saying at this point we need to be careful what we wish for. Storm Damage Update

A very strong storm cell hit the greater downtown area of the City between 2:30 p.m. and 3:00 p.m. today causing damage and power outages.

Power poles between Lindsay and Davis Streets were snapped. The power lines landed on an RTA bus on Pottery at Campus causing 11 people to be trapped temporarily. The bus was able to be moved and the 11 people were able to exit the bus safely with no injuries. Pottery is closed between Lindsay and Davis until the power poles are repaired.

A large tree in Yarborough Park was snapped in half and other limbs and trees were also damaged. City crews and our landscape contractor are removing tree limbs and debris from the streets and public areas.

Lakeside High School will be set up as an evacuation center for those residents without power. The Senior Center will be open as a Cool Center for those seeking relief from the heat until power is restored The evacuation center will be available for the next 24-48 hours or until the power is restored. The Red Cross will be staffing the evacuation center.

Edison has seven crews on scene working to repair the power lines and poles. Power has been restored to 5,300 customers out of 6,000. Public Works crews and the City tree trimming contractor will provide assistance to SCE as necessary to cut and remove fallen trees and tree limb. Public Works crews will also assist with the clean-up of debris from the public right of way.

RTA has provided a 31 passenger bus to transport those who wish to go to the evacuation center at Lakeside High.

The good news in all of this? No one got hurt, which is unbelievable.

Tuesday's Council Meeting

Items of interest for August 24th are as follows;

Item # 5 - Gladiator Mud Run

This event is a 5k obstacle course consisting of things like hay bales, tire climb, water slide and the dreaded Tube Crawl. The race will be held on the south side of the Inlet Channel on September 25, from 11:00-4:00. It's on the agenda for a waiver to allow alcohol. Frankly, having alcohol on hand would be the only they would get me to climb hay bales for free.

Item # 6 - Construction Contract award for Lakeshore Drive Street Improvements

This is consideration for awarding the contract to EBS Inc. for street improvements to Lakeshore from Viscaya to Kansas. Notice to proceed will be October 4, 2010 and Construction Completion date is estimated to be December 16, 2010.

Item # 7 - Construction Contract Award for Historic Downtown Riverwalk Project

This is consideration of awarding contract to the Vance Corporation for constructing a path suitable for walking, biking, skipping, jumping, hopping, moonwalking, etc. along the outflow channel. It will connect with the existing pathway, and will go from Pottery all the way to Riverside. And please don't ask me why it's called a Riverwalk when it's actually a lake, I have no idea.

Estimated start on October 4, 2010 and estimated finish is December 2, 2010.

Item # 11 - Appeal of C.U.P. denial for church wishing to operate at 169 N. Main St. (where Remember When Antiques used to be)

The Ministerio Mundial Emmanuel Church requested a Conditional Use Permit at the Planning Commission level, which was denied due to a lack of a motion to approve or deny. It has been appealed by a Planning Commissioner to the City Council.

Adequate parking is the issue at hand since there is no onsite parking.

If it walks like a duck...

Heads up everyone, things are about to change, and not for the better.

Elections will be held this November not only for our city, but for Congress as well.

"Why should I care?", you ask? Well, here's why...

Many members of Congress may very well be thrown out on their tails in November. We'll pause here for you to show your excitement...

However, newly elected members of Congress will not be sworn in until JANUARY of next year.

In the meantime, Congress, even the bums voted out, will be back in session in DECEMBER, with one last hurrah and a chance to vote any old way their hearts desire before having to go get a, gulp, JOB!

This is what is known as a Lame Duck Congress. This means the things they didn't vote for while in office, in order to keep their seat, will become more appealing because they won't have to worry about losing votes. And playing along may land them a cushy job as an ambassador to a sunny location in the Caribbean somewhere.

So things like VAT, which stands for Value Added TAX will be on the dream sheet. The Value part doesn't pertain to you silly, you get no value. You just get to ADD value by way of new taxes.

Carbon taxes, the end of secret ballots for unions (long-held dream of union higher-ups), and/or a host of other new taxes will be on the check list for one final vote.

Do this for yourself, your children, your grandchildren, even that neighbor with the dog that barks incessantly. Call/write/email Congress and ask the following:

"In the event you lose in November (control any joyfulness in your voice), do you pledge to adhere to the will of the people and in any lame-duck session of Congress, refuse to approve anything but the most routine legislation required to keep the government functioning?"

You may think that shame might be enough to control them. And I may be able to speak a secret language with squirrels. Don't take a chance, ask them the question directly.

Tuesday's Council Meeting

On the agenda for this Tuesday night, August 10 are the following items of interest...

Item #7 - Ordinance and Resolution to Rescind Project Approval for Lake Street Market Place

In Jan 2009 the Planning Commission approved entitlements for the Lake Street Market Place and the City Council followed with approval of a zone change. Two residents, George McDonough and Araceli Jimenez, retained the services of a lawyer to sue the city to stop the project. They said they didn't mind the project, they just didn't want it in their neighborhood.

The developer was required to pay all legal costs for the city, and in the end decided not to move forward with the project and settled with those filing the lawsuit.

So, according to the ruling, we now must rescind all approvals for the project.

This was the project off of Mountain/Lake where the new Fresh and Easy Market would have gone, along with other commercial establishments, to include a coffee shop. Guess residents in this area of town will still have to drive to Starbucks.

Item #9 - Adoption of a resolution to make changes to the fees for animal control (ie: licenses, impound fees).

Fees for these services will increase incrementally over 3 years, with discounts given to senior citizens and those who buy a multi-year license. There is also an increase for "vicious dog" licenses. I had no idea such a license existed. I thought most people who owned vicious dogs generally tried to keep that quiet, but you learn something new every day.

Lawmakers in Sacramento are considering a bill that would require government employees to work longer before retiring with a full pension, or have increased penalties for early retirement.

This appears to be a popular stance as even foreign governments like France, go figure, are also considering these options, having decided to increase or are considering raising the age those in the private and public sector can receive government pensions.

In June of this year our Governator reached a tentative deal with six public-employee unions to increase the retirement age by five years for new employees. There are still six other unions that are negotiating a deal, and of course as you would imagine, they have an issue with a proposed increase in the retirement age.

I do have some good news that is a bit more local, and that is the Department of Corrections and Rehabilitation indicated the facility located in the community of Good Hope in unincorporated Riverside (between LE and Perris) has WITHDRAWN their home as a possible option to place child killer Donald Schmidt. This is fantastic news as I'm sure not interested in having that animal living anywhere near our city. This is the guy who when he was 16, molested and drowned a 3-year-old girl while high on meth. For reasons that escape a rational mind, he has been in juvenile facilities for two decades, side by side with teenagers who were not yet born when he was convicted. My vote is to send him to Sacramento, preferably just outside the Capitol.

July 27 Council Meeting Update

Here are the highlights for Tuesday's meeting...

Item #7 - Placement of delinquent Refuse Bills on Tax Rolls
Those who are more than 120 days late in paying their CR&R bill will have the amount owed placed on their property tax bill. There are currently 696 delinquent accounts.

Item #8 - Placement of delinquent Weed Abatement fees on Tax Rolls
Those property owners who owe for weed abatement fees and have not paid, will have the amount owed placed on their property tax bill. Currently, delinquent property owners owe the city $150,840.00

Item #12 - Animal Control Fees
Staff is proposing an increase in licensing and impound fees. The fee would go up $5 dollars each year for the next three years. So for instance if you have a neutered/spayed dog, you now pay $15 for its license. Next year you would pay $20, the next year $25, the next year $30. Cats are cheaper, I don't know why.

For impound fees, staff proposes increasing the cost by 50% on average. And boarding fees are also proposed to be increased.

The reason for these increases? To help cover the cost of the new animal shelter. It's a brand new state-of-the-art facility and that costs money, a lot of it. Our city's cost for 2010/2011 will be an estimated $577,112

Up until this year we paid $90,000 a year for services.

Building the new animal shelter was approved in 2007. I went back and read the articles from that time period, since I wasn't on the council then, to see what was reported. Apparently our former Finance Director was quoted as saying "I think we can do this, we have some wiggle room". I still haven't found that imaginary wiggle room...

Medical Marijuana, the RDA and YOU

Two updates for you...a group named We The People, looking to have an initiative placed on the ballot in November for Lake Elsinore voters, was unsuccessful in gathering enough signatures. This initiative, that would have been decided upon by Lake Elsinore voters, if passed would have allowed for medical marijuana dispensaries.

However, you will still vote in November on making marijuana legal, only in a statewide election, so it ain't over yet!

Second, I received one email, then another, then another about the Redevelopment Agency funding renovations at an apartment complex. Everyone was terribly confused and wanted some answers, so I thought I'd explain to everyone at once.

The city is required by law, because we have an RDA (redevelopment agency), to provide a certain amount of affordable housing. It's not a choice, it's a must.

Believe it or not, we have not fulfilled our requirements yet. Now I know some of you find that hard to believe, but every house or apartment complex you see that you assume is "affordable" housing does not fall into the RDA's realm. Unless that home or apartment complex has what is called an "affordability covenant", which means it has to have rent restrictions for 55 years, then it's not part of the city's RDA.

Now, as to the Lakeview II apartments, the owners are willing to apply the affordability covenants, in exchange for the RDA giving them a loan to refurbish 64 units. This means those units, plus another 88 units which do not need the loan, would be used to help the city fulfill its affordable housing requirements.

The city's RDA fund, which is separate from the General Fund, does have money available for this. It's rather complicated, but the RDA money for housing is sort of separated into low-income, very-low income, moderate income, and then money for other uses like the improvements done on Main Street some years ago. It's not one big pot of money as you might think, and we all know how the government like to tell us how we can and should spend our own money.

Which Way To The Beach?

So here's something new, we're going to change things up a bit in an effort to reduce costs yet keep services. Right now the police department patrols the lake, which is not exactly cheap. We are putting together a program to patrol the lake using "rangers".

These will be retired police officers and/or off-duty police officers who will perform the same services we have now for a much lower cost. Right now, if police officers work the lake on overtime, it costs $68.00 an hour, and they typically work 10 hour shifts, two officers at a time. That's a lot of cash.

As many of you know, police services make up half of our budget. Not that we don't appreciate what they do, but we need to pare down our costs and this is a sensible way to do just that. The boats currently used by the police department belong to the city, so the rangers will have the use of those boats, so no need to buy any expensive equipment. We expect this program to be in place by spring of 2011, or sooner if possible.

1) Public Hearing on the Citywide Landscaping and Street Lighting Maintenance District and the Landscaping and Lighting Maintenance District No. 1 for Fiscal Year 2010-11.

2) Residential Design Review for the proposed lots in the De La Rosa tract in Rosetta Canyon.

3) Consideration of adoption of ordinance regarding undocumented workers (e-verify),this will be the second reading and final adoption if approved.

4) Consideration of agreement between the Lake Elsinore Chamber of Commerce and the City.

5) Consideration of increase in the Transient Occupancy Tax. (this is a tax levied when you stay at a hotel in town)

Bits and Pieces

1) The owner of California Skier met with city staff to discuss a proposal for a cable wakeboard and waterski park, very exciting. So those of you who have always wanted to try skiing or wakeboarding, but didn't trust your own family members not to drag you through the water laughing all the way, may have a shot now at being a champion wakeboarder or skier.

2) The first Concert in the Park this summer will be August 14th at McVicker Park. Bring a chair or blanket, the first band of this series is a jazz band. For you wine drinkers out there, sorry, Elsinore Valley Arts Network (EVAN) has decided there will be no alcohol sales this year. But don't worry, the music will be good enough you won't even miss it.

3) Road repairs...There are plans to pave both Heald and Sumner from Chaney to Main Street. The project is on schedule to go into design in July and out to bid in late August. We were hoping to be in design in June but in an effort to save some money, staff will be doing the design in-house.

Currently, there are several projects in the processing queue (Lakeshore Drive Overlay at 4-courners is finalizing the encroachment process with Caltrans, Community Center minor remodel is in final design and review by the Parks Department, Riverwalk multi-use trail along the outflow channel has been submitted to the State for design review, management of the sidewalk construction project currently under construction and finalizing the Rosetta Canyon Park construction & contract) so design was pushed back to July.

Freedom, Liberty and Democracy

It’s almost here - THE biggest holiday of the summer. The Fourth of July isn’t about a sidewalk sale. It’s much more than that.

If you’ve ever been lucky enough to be in Washington D.C. on the 4th, boy are you missing out. When you hear the orchestra on the Capitol grounds in Washington, D.C. play “The Star Spangled Banner,” it makes chills go down your spine.  

On the first Fourth of July the streets of Philadelphia were crowded with people waiting to hear what the congress came up with for this new country. Would we continue under Britain’s rule or forge a new path?

In the steeple nearby of the old State House was a bell inscribed with these words, “Proclaim liberty throughout all the land unto all the inhabitants thereof.”  That bell rang when the document was complete, that document being our Declaration of Independence.

The Declaration of Independence is more than just a piece of paper. It is a symbol of our country's independence and our commitment to freedom.

The author and signers of the Declaration of Independence wanted the citizens of the United States to have a document that spelled out clearly what it would mean to be an American, what we hold as important values and ideals.

I should point out it wasn’t an easy task. It wasn’t exactly a popular decision, particularly with Great Britain. The people who signed the Declaration risked being hanged for treason, among other things. Imagine signing a document that was considered criminal by many!

So, while you’re BBQ’ing, hanging out by the pool, or just enjoying family, take a minute to remember how lucky we are to have the freedom we enjoy.

And if you’re looking for something patriotic to do, take a drive to Fontana to the Auto Club Speedway. In the parking lot you will find one of the most moving sights you will ever see, a replica of the Vietnam Veterans Memorial Wall.

The replica wall, constructed of aluminum, is 252 feet long and 6 feet high and bears the names of the 58,263 men and women who died in Vietnam between 1956 and 1975.

The Moving Wall will be on display around the clock through Monday morning, but after Monday, you will have missed your chance to see in person evidence of the price of freedom and democracy.

At night there will also be fireworks here in Lake Elsinore after the Storm game ends at the Stadium. So, go to the game or find a good viewpoint EARLY!

Nothing personal...

By now many of you have read the recent articles in the news about the City's ongoing negotiations with our union. Since the union has made much of the negotiation process public now, I thought I would do a post to shed some light on the issue at hand.

In a nutshell, the union contract expires in 2011. At that time, the terms of the contract (work schedule, benefits, retirement, etc.) can be renegotiated or remain the same.

The union agreed to taking 2 furlough days a month, not taking a Cost of Living (COLA) increase, and not taking any Merit Pay increases they have the potential of earning.

For those concessions, which they also gave last year, the union wants the City to extend the contract for two years. In other words, no renegotiating of anything until 2012-2013.

The City agreed if the union agreed to having a tiered system implemented for pension for any new employees hired. This would not change anything for existing employees.

While implementing a tiered system now only effects new employees, and will not be a big cost saver right now, it does do one thing. It gets the system in place so that when we do start to hire people to fill the vacant positions they don't say "hey wait, how come you're changing the rules now just for us?" It would already be an established policy for at least 2 years most likely before we start hiring again, so it really won't be a hot topic among employees, it will just be the policy that has been in place for many months.

Ultimately, the union said no. They want more detailed information as to how the tiered system would work for new employees, stating they are unsure as to what they are agreeing.

Per a recent article "Union representative Kathie Delgado said in the release that a majority of employees voted against that proposal because they didn't believe the concept was adequately explained and it also left them feeling like the council is taking their sacrifices for granted."

A special meeting will be held June 29th in closed session to discuss trimming the $550k the city would have saved if the union agreed to the proposal.

All In Favor...

I got the "Boring Vote" for not posting for a few weeks, rightly deserved. I was out of town for 10 days, sorry folks!

So, here's a wrap up and a promise to keep up with my work.

Tuesday night's council meeting was a doozy. Where to begin...

1) The East Lake Specific Plan and the Diamond Plan were unanimously approved. Not sure how soon development of that area will start, it is market driven, but we could see some movement as early as this year. The Diamond Plan will be a master planned, mixed-use regional destination venue surrounding the existing Diamond Stadium. Located on 87 acres in the Back Basin area, it includes plans for commercial, residential, education and entertainment. Now THAT'S some good news!

2) A settlement has been reached with Trevi Entertainment. Mr. Knight has signed an agreement which states he will drop the current lawsuits against the city, and not enter into any further lawsuits with the city. The City has agreed to allow live entertainment in the form of a DJ/Karaoke on Thursday, Friday and Saturday nights. Any other event must first have approval by the City and then be awarded a special permit.

3) The appeal from "R" Side Medical Marijuana was denied. They opened their business under false pretenses, stating they were not selling pot, when in fact they were, which as we all know is not allowed.

4) Two new Planning Commissioners were appointed to the Planning Commission, Rick Morsch and Shelly Jordan.

5) The proposal to adopt an ordinance requiring the implementation of the E-Verify system for all businesses was approved.

6) A resolution of support for Arizona's Immigration Bill SB1070 was approved by a vote of 4-1.

Elections, Budgets, Coffee and More...

There is a lot going on over the next few days folks...

First - Monday we will hold one last Budget Study Session at 5:00 p.m. at the Cultural Center before the budget comes before the council for adoption. There has not been an agreement yet with the union as to what they will agree to, at least as of today.

We are asking them to give up COLA increases, merit pay and continue to take 2 furlough days a month (2 days off without pay).

Per their contract with the city, we are required to give them the above mentioned items. So, the union could say okay, or they could say forget it, you must give us what is in the contract.

If they agree, it looks as though we will have to lay off 3 people, which stinks for those three. If they don't agree, we will have to lay off more people because the budget cannot support the number of employees now.

Second - Tuesday is ELECTION DAY. Please remember to go vote! You can't complain when things don't go the way you would like if you don't even choose a person to represent you. So come one, it only takes a few minutes to exercise your right!

Third - Tuesday's council meeting agenda has only one item of real interest, other than the budget of course, and that is the public hearing to consider enforcement of the revocation of the Conditional Use Permit for live music, dancing and entertainment for Trevi.

Animal Friends of the Valleys Food and Supply Drive

Some of the items on their wish list include canned dog and cat food, bleach, blankets and kitty litter.
Donations are being accepted at the Shelter site. If you've been thinking about getting a pet, stop in and meet some of the shelter dogs and cats, adoptions will be half off all day!
Donations will also be accepted at the Temecula Valley Museum flea market at Sam Hicks park from 8:00 a.m. - 3:00 p.m.

This Memorial Day, remember the meaning behind the date.

My heartfelt sorrow goes out to those who have lost a loved one in service to our country.

Thank you for the precious and irreplaceable gift you have given in the name of freedom and democracy, and know that I am grateful every single day that brave men and women continue to serve in the most noble profession, our United States Military.

Today we make the time to remember our fallen heroes.

Today, we show our gratitude for the valor of those heroes.

Today, we quietly reflect on the uniqueness of America and those of her children
who rest in cemeteries across this country and in foreign lands.

Budget Blues

The budget study session took place Thursday, May 27th. During that session, much conversation took place about where the city must make cuts, what should be cut, how much, etc.

Of course there was a difference in opinion on all of these issues, no surprise there. Some suggested cuts that others took personally, some tried to fend off cuts to areas they felt should not be touched. We had a few comments from the public, though not many.

In the end, staff was directed to bring forth the following proposals:
identify 3 positions for lay-offs
Reduce Law Enforcement by 2 officers
Use off-duty or reserve officers to patrol lake
Reduce Chamber of Commerce contract by $5,000
Reduce PSAC meeting to every other month or possibly quarterly
Reduce Planning Commission meetings to once a month
No award of Merit Pay, COLA for employees
Continue with 2 furlough days a month
Accelerate repayment from RDA to city in the amount of $1,750,000
Use $437,185 from "rainy day" fund

Bear in mind that all of these proposals may be approved, or all may not. The budget will be brought forward to a vote for final approval on June 8th.
